Mr. Optat James Mrina is a distinguished legislative drafting expert, legal translator, and public law practitioner with more than twenty-five years of dedicated service in the Public Service of the United Republic of Tanzania. He currently serves as the Acting Director–Legal Translation Division in the Office of Chief Parliamentary Draftsman under the Office of the Attorney General. In this capacity, he leads the translation of principal and subsidiary legislation between Kiswahili and English, oversees quality assurance of legal translations, coordinates the publication of translated legislation in the Government Gazette, develops legislative translation programmes and tools, and manages stakeholder engagement in the legislative translation process.

Mr. Mrina received his primary education at Mulo Primary School in Moshi Rural District, Kilimanjaro Region. He completed his Ordinary Level and Advanced Level secondary education at Uru Seminary in 1991 and 1993, respectively. He subsequently obtained a Diploma in Philosophy from Lang'ata Philosophicum, Nairobi, Kenya (1993–1995), followed by a Bachelor of Laws (Legum Baccalaureus) from the University of Dar es Salaam (1997–2000). He later completed Practical Legal Training at the Attorney General's Chambers and has undertaken numerous professional development programmes in legislative drafting, legislative practice, public-private partnerships, contract drafting, public procurement, financial management, public administration, and leadership in Tanzania, Uganda, Kenya, the United States of America, and Zambia.

Mr. Mrina began his professional career as a part-time teacher before joining the Office of the Director of Public Prosecutions in 2001 as a State Attorney, where he prosecuted criminal matters and represented the Government in civil litigation. In 2006, he joined the Division of the Chief Parliamentary Draftsman under the Office of the Attorney General, where he progressively served as Parliamentary Draftsman, Senior Parliamentary Draftsman, and Principal Parliamentary Draftsman. In these capacities, he was responsible for drafting principal legislation, subsidiary legislation, and other statutory instruments, while providing legal advisory services to Government Ministries, Departments, Agencies, and other public institutions.

In 2014, Mr. Mrina while under the Division of the Chief Parliamentary Draftsman, he served as a member of the Secretariat to the Constituent Assembly, where he played a key role in compiling constitutional proposals and drafting provisions that formed part of the Proposed Constitution of the United Republic of Tanzania (Rasimu ya Katiba Inayopendekezwa). The draft Constitution was subsequently deliberated upon, voted on, and adopted by the Constituent Assembly.

From 2022 to 2023, Mr. Mrina served as the Acting Assistant Director responsible for Justice Monitoring in the Ministry of Constitution and Legal Affairs. In that role, he provided strategic leadership in monitoring and evaluating justice sector reforms and advised on policy and institutional performance. He subsequently returned to the Office of the Attorney General, where he supervised legislative drafting activities before assuming the position as Acting Assistant Director responsible for Legal Translation and later on he was elevated to the position of Acting Director.

Throughout his career, Mr. Mrina has made significant contributions to legislative development, legal reform, and the modernization of legislative drafting practices in Tanzania. He initiated and prepared the first drafts of several landmark Government publications, including the Legislative Drafting Manual (2019), the Mwongozo wa Utungaji wa Sheria Ndogo (2019), and Kiswahili Legal Terminology Manual (Istilahi za Kisheria) (2020), all of which were subsequently reviewed, approved, and officially published for use in the Office of Chief Parliamentary Draftsman and across Government institutions.

Between 2024 and 2025, Mr. Mrina chaired the National Task Force responsible for translating 446 principal laws of Tanzania from English into Kiswahili. This historic national initiative significantly enhanced access to justice, promoted the use of Kiswahili in legal practice, and advanced the implementation of Government policy on the use of Kiswahili in official legal and administrative affairs.

Mr. Mrina has also served in several high-level statutory and public appointments. He has been a Member of the Teachers Service Commission, the Nursing and Midwifery Council, and the National Task Force on Counterfeit Goods under the Fair Competition Commission. He also served as Chairperson of the National Health Insurance Fund (NHIF) Tribunal. In addition, he chaired expert committees responsible for developing Tanzania's Legislative Drafting Manual, the Guidelines for Drafting Subsidiary Legislation (Mwongozo wa Utungaji wa Sheria Ndogo), and the Kiswahili Legal Terminology Manual (Istilahi za Kisheria).

Mr. Mrina possesses extensive professional expertise in legislative drafting, legal translation, statutory interpretation, public law, contract drafting and negotiation, public-private partnership law, legal policy development, institutional strengthening, and legislative capacity building. Over the course of his distinguished public service career, he has earned recognition as one of Tanzania's leading experts in legislative drafting and legal translation. His work has made a lasting contribution to strengthening the country's legal and institutional framework, improving the quality and accessibility of legislation, and advancing the rule of law through clear, accurate, and authoritative legal drafting and translation.
